Navi Mumbai to Become India’s New Global Education Hub
In a major development for higher education in India, Maharashtra Chief Minister Devendra Fadnavis announced that five renowned foreign universities are set to open their campuses in Navi Mumbai. This move is a significant step towards transforming tthe Mumbai Metropolitan Region (MMR) into a global education hub, offering world-class learning opportunities right at home.
The CM, along with Union Education Minister Dharmendra Pradhan, revealed the details during a press conference held on Saturday. The initiative aims to provide global standard education to Indian students at a fraction of the cost of studying abroad.
Foreign Universities Granted Letters of Intent
The University Grants Commission (UGC) has officially handed over Letters of Intent (LoIs) to the following prestigious foreign universities:
Istituto Europeo di Design (IED), Italy
University of Western Australia
University of York, UK
University of Aberdeen, UK
Illinois Institute of Technology (Illinois Tech), USA
These universities will establish their campuses on a sprawling 250-acre land parcel in Navi Mumbai, contributing to the area’s rapid growth as an international education destination.
A Dream Turning into Reality: Talks Since 2004
Chief Minister Fadnavis highlighted that discussions about collaborating with foreign universities have been ongoing since 2004. However, it was the introduction of the National Education Policy (NEP) 2020 that finally turned these plans into reality.
“Navi Mumbai is being transformed into EduCity. Ten universities will set up campuses on an over 250-acre area to provide world-class education. Accessibility and affordability are key problems our students who wish to avail of global education face. Foreign universities’ campuses will help our children get a global education at 25% of the expenditure,” said Fadnavis.
This significant policy shift allows foreign institutions to establish campuses in India, breaking traditional barriers and making international education more accessible and affordable.

National Education Policy (NEP) 2020: A Game Changer
The NEP 2020 has played a pivotal role in attracting foreign universities to India. Under the new framework, foreign universities can collaborate directly with Indian institutions or open standalone campuses. This is expected to increase competition, improve education quality, and give Indian students access to global curricula without the need to go overseas.
Fadnavis also emphasized the financial advantages of this development, stating that it would not only save substantial foreign exchange but also contribute to building a global workforce that India’s growing economy needs.
Union Government’s Support for Foreign University Campuses
Union Education Minister Dharmendra Pradhan further elaborated on the central government’s commitment to this initiative. According to him, nine foreign universities are currently in the process of setting up campuses in India, while six more are in various stages of discussion and approval.
“We are focusing on quality foreign education,” Pradhan said, underlining the importance of bringing the best global academic standards to Indian soil.
This reflects the government’s broader vision of transforming India into a global education destination, making quality international education accessible to more students without the heavy financial burden of studying abroad.
Gondwana University Collaboration with University of Western Australia
In another significant development, CM Fadnavis mentioned that Gondwana University in Gadchiroli has partnered with the University of Western Australia, which is renowned for its expertise in mining education.
“Our mining destination is Gadchiroli,” Fadnavis said, highlighting how such collaborations can benefit local industries and create specialized talent pools that directly serve regional economic needs.
This partnership is expected to bring cutting-edge mining education and research to one of Maharashtra’s key mining regions, contributing to local development and skill enhancement.
Indian Institutions Expanding Globally
Fadnavis also praised Indian universities for their growing global footprint, made possible under the NEP 2020 framework. Prominent Indian institutions such as IIT Madras, IIT Delhi, and Symbiosis International University have already established campuses in international locations like Africa, Abu Dhabi, and Dubai.
This trend of cross-border educational expansion not only enhances India’s global academic reputation but also opens doors for international collaborations, research opportunities, and cultural exchange programs.
Mumbai Metropolitan Region: The Future of Global Education in India
With these developments, the Mumbai Metropolitan Region is poised to become a major global education center. The presence of top foreign universities will not only benefit students but also attract international faculty, global research projects, and multinational companies looking for highly skilled graduates.
The upcoming EduCity in Navi Mumbai will offer:
World-class education infrastructure
Affordable international education
Global academic collaborations
Industry-specific courses tailored for India’s economic needs
Boost to local and national employment
The move is expected to transform the educational landscape of Maharashtra and create new opportunities for students, educators, and industries alike.

Conclusion: A Bright Future for Indian Students
The establishment of foreign university campuses in Navi Mumbai marks a historic milestone for Indian higher education. It opens doors for students who aspire to receive international-quality education without the high costs of studying abroad.
With the strong backing of NEP 2020 and proactive government support, India is steadily moving towards becoming a global education powerhouse. The Navi Mumbai EduCity will serve as a model for future collaborations and set new benchmarks for international education within the country.
